Encina Wastewater Authority

The Encina Wastewater Authority, located in Carlsbad, Calif., is a public agency providing wastewater treatment service to over 300,000 residents in northwestern San Diego County. Owned by over five government entities under a joint agreement, the agency operates pump stations and water treatment plants, with a maintenance department overseeing 3,000 pieces of equipment. In addition to its pretreatment program, the agency manages a certified environmental laboratory staffed with qualified analysts to protect the environment and ensure the quality of biosolids generated from the treatment process.
