The Mental Health Services Oversight and Accountability Commission (MHSOAC) was established in response to the passage of Proposition 63, the Mental Health Services Act (MHSA), by California voters in November 2004. The MHSOAC's primary role is to oversee the implementation of the MHSA and develop strategies to improve mental health care accessibility and effectiveness. The Commission collaborates with partners to drive transformative changes in service systems and ensure culturally competent care for all individuals in need of mental health services.
